TOPIC: Are the New Orleans Levees at Risk of Failure Again. Katrina was the worst engineering disaster in the history of the US. Will there be another one? Charlie Speed will share the possibility of the bare carbon steel pilings corroding. In 2009, Charlie Speed as the Chairman of the New Orleans Section of NACE International was asked by the New Orleans Levee Board and the Louisiana Government’s Office of Coastal Restoration to help convince the U.S. Army Corps of Engineers to reconsider their decision not to paint the underground levee pilings. This presentation will discuss the issues around the potential of levee floodwall failures due to corrosion.
SPEAKER: Charlie Speed has a B.S. in Materials Engineering from Auburn University and an MBA from William Carey University. He is currently completing a master’s degree in mechanical engineering at UNO where he has assisted in teaching the Corrosion Engineering Classes in the past. Charlie is also a Fellow of ASNT with a background as a certified nondestructive testing technician in RT, UT, MT and PT. With over 40 years’ experience working as a Materials and Corrosion Engineer for Exxon, Mobil, Shell, Chevron, SBM, W&T and many other organizations, Charlie brings a practical approach to the field of corrosion.

Abstract: For many operating companies in the Gulf of Mexico learning from data collected through non-destructive evaluation (NDE) methods such as ultrasonic thickness (UT) measurements and x-ray films is a difficult challenge. Default time-based inspection scopes, data management, and the inherent lag of time between inspection findings and responsible party awareness combine to test the effectiveness of many work scopes. This presentation will work to lay out some of the difficulties that Stone Energy has encountered in the past including historical “misses” with inspections that ultimately resulted in leaks and downtime. In addition, this work will present the system that we have created using SharePoint to close many of those traditional inspection gaps in order to minimize the reoccurrence of past mistakes. Finally, this work will briefly touch upon system enhancements that we hope to utilize in the near future.
Bio: Jared Hebert graduated from the University of Louisiana in 2008 with a Bachelor’s degree in Chemical Engineering under the tutelage of Dr. Jim Garber. Upon graduating, he began working fulltime for Coastal Chemical Company as a corrosion engineer designing, implementing, and monitoring corrosion inhibitor, biocide, and scale inhibitor programs. In 2015 he earned his Master’s degree from the University of Manchester in Corrosion Control Engineering. Also in 2015, Jared began work at his current employer, Stone Energy Corporation.

Speaker: Ray Lesoon, SGS SA Oil, Gas & Chemicals. Ray graduated from California State College with a BS in Microbiology and minor in Chemical Engineering beginning his career with Shell International E&P in research & development. Ray moved through operational roles in Offshore and Onshore E&P and Surveillance. As a key contributor on the Shell Geochemistry Team, Ray was considered the surface sampling expert and was a Shell Steering Committee leader in Nanotechnology. After 33 years with Shell, he elected to retire and join SGS. Ray participates in the Society of Petroleum Engineers, API Clean Water Committee, as well as a Board Member of the Produced Water Society. Additionally, he is a member of the National Association of Corrosion Engineers, New Orleans Chapter and the Houston Memorial Lion’s Club.
